CONSTITUTION OF MANLY WARRINGAH DISTRICT DARTS ASSOCIATION GENERAL
The association shall be composed of all financial members representing a recognized club, hotel, or social group, hereinafter referred to as a social-club. The association shall be named Northern Beaches Darts Association hereinafter referred to as the NBD or the association. The Bank Account will remain as the MWDDA. The object of the association is to organize, administer, and develop darts competitions, social functions and to promote goodwill between sub-clubs in Manly Warringah and other districts.
Competitions shall be determined at the Annual General Meeting. The Association headquarters shall be at a place where meetings can be held regularly for periods of twelve (12) months or as determined by NBD from time to time.
COMMITTEES
The executive of the NBD shall consist of: President – Vice-President – Secretary – Treasurer – Match Secretary. The committee shall all be elected from and by financial members of sub-clubs and should be capable of performing their duties as required by the position held.
GENERAL COMMITTEE
a) Shall comprise of one delegate from each member club with each club allowed a maximum of two delegates excluding members of the elected executive.
b) Only members of the committee may vote or second a motion. All financial members may forward a proposal.
c) It is from the committee that sub-committees are to be formed whenever required. Sub-committees will return their findings to the committee at the next general meeting.
d) It is the delegate’s responsibility to attend meetings when scheduled by the Executive.
e) A special committee may be formed including the Executive and Captains of teams in a certain grade.
f) A one (1) point deduction will be applied to a club that fails to send a delegate to the committee meetings without an apology.
Decisions of sub-committees will be presented to the NBD for approval and recorded in the minutes. The decision of the association on these matters will be paramount and binding. Members of the executive may ask an unruly individual member to leave the meeting.
CONSTITUTION OF MANLY WARRINGAH DISTRICT DARTS ASSOCIATION DUTIES PRESIDENT
To act impartially as chairman at all NBD meetings. Represent the association as and when required or as necessary at official functions etc. periodically visit sub-clubs to promote the association relations and to report on playing conditions i.e. lighting measurements and conditions of dart board. Contact any team/club that becomes nonfinancial. The Presidents vote at meetings is always casting vote only.
VICE-PRESIDENT
To assist the President or any sub-committee when required. To conduct meetings during absence of the President and to act on behalf of the association during absence or incapacity of the President to visit member clubs periodically.
SECRETARY
To conduct the administrative duties of the NBD with the exception of the financial affairs and competition play. To be responsible for the circulation of information to all sub-clubs and other bodies. To visit member clubs periodically and take and keep record of minutes of the meetings.
MATCH SECRETARY
Conduct competitions and be responsible for the draw. Collate and present results to the Secretary and media. Assist secretary whenever required. Visit member clubs periodically.
TREASURER
Responsible for all financial affairs of the NBD and to maintain an up to date set of account books. Present a financial report at the meetings of the association. To prepare the account books for annual audit and prepare a balance sheet for circulation to all subclubs prior to annual meetings and visit member clubs periodically.
TRUSTEES
A body of trustees shall be appointed, consisting of three (3) responsible persons.The duty of the trustees shall be to monitor the activities of the association if the need should arise. Their services may be required due to resignation, or death of any member of the Executive. The trustees may be drawn from the body of membership and should have good working knowledge of the association, is reliable, respected and trustworthy.
The trustees shall be responsible for the dissolution of the association in a proper manner should the need arise. They shall be responsible for the dispersion of the assets and liabilities.
ANNUAL GENERAL MEETING & MONTHLY GENERAL MEETINGS
An annual general meeting shall be held on the first Tuesday of December of each year. The Monthly General Meetings shall be held on the first Tuesday of each month
(excemption given for “special” events). All members of the association, sub-clubs etc. are entitled to attend and have voting rights, subject to “General Committee” rule (a) and (b).
NOTE: Each member must have been financial for the last year or part thereof and if not must be requested to leave the meeting.
THE BUSINESS OF THE A.G.M. SHALL BE TO
1. Accept the minutes of the previous AGM.
2. Accept the Presidents report.
3. Accept the Secretaries report.
4. Accept the Treasurers report.
5. Elect the executive committee and appoint the trustees.
6. Discuss general business.
7. Determine competition dates and format for coming year.
8. Accept constitution with such amendments as have been decided.
9. Determine venue and frequency of meetings for coming year.
10. Determine fees for coming year.
Notification of the AGM shall be circulated to all sub-clubs two (2) months prior to the date of the meeting. Nomination for executive positions must be received from the floor.
EXTRA ORDINARY GENERAL MEETING – SPECIAL MEETING
Notice of these meetings shall be given and circulated to all sub-clubs at least one (1) month prior to the date set down.
QUORUM
The number of members in attendance to constitute a quorum shall be – Annual General Meeting, Extra Ordinary Meeting and Monthly meeting – is a minimum of six (6) players present.
FINANCE
All moneys received by the association shall be deposited in an interest bearing bank account. The account will be in the name of MWDDA. All money received shall be deposited within seven (7) days. All accounts to be presented to the committee meeting for approval before payment.
The financial year shall start on 1st July and end on the 30th June the following year. All payments made by and on behalf of the association shall be where possible made by cheque two (2) signatures of the committee –President, Secretary or Treasurer.
The type and name of the bank shall be decided at the AGM for the following year or as determined by the committee for the year.
SUB-CLUBS FINANCIAL TO NBD
All Players must pay a yearly membership fee prior to playing their first game of the competition.
Non-financial members whether club team or player will be withdrawn from the competition.
The amount of the membership fees shall be determined at the AGM and fixed for the following twelve (12) months.
The money received shall be used to administer the NBD affairs and payments for trophies.
It is the responsibility of each team captain to manage and make payment to the association for individual player fees.
DISPUTES COMMITTEE
Shall be comprised of any two (2) members of the Executive and the President. President’s vote will be casting vote.
Only the Disputes Committee, the two captains, or any other person immediately involved in the dispute may attend disputes meetings.
Three days notice will be given for a meeting to occur. A matter may be heard in absence once written notice has been given.
A member (player/club) may be suspended until such time as they appear before the disputes committee.
Disputes Committee is bound to act upon written complaint received no later than fourteen (14) days for a club, seven (7) days for an individual. It is bound to act according to guidelines set down in Rules of Play.
DISCIPLINE OF THE EXECUTIVE COMMITTEE
A member of the executive being absent for three (3) consecutive meetings without apology, shall be deemed to have resigned and shall be replaced by a nominee, duly elected at an extraordinary meeting set down for that purpose.
A member of the executive committee may be removed from office by an extraordinary meeting instigated by a vote of no confidence passed by NBD members.
LIFE MEMBERSHIP
Life membership of the Association may be conferred on any member and may be nominated by any other member. This nomination must be received in a sealed envelope by the Secretary one (1) month prior to the Annual General Meeting. The nomination must be signed by a Mover and Seconder.
Life Membership will be voted on by the Executive, Trustees, and any Life Members currently active within the association.
Only one (1) life membership shall be conferred in any one year. Announcement of Life Membership to be made at the Annual Presentation night.
RULES OF PLAY
Current rules shall be circulated to all sub-clubs for display on their notice boards.
1.
(A) Rules of play, playing area and measurements shall comply with the NSWDC & ADF rules, for New South Wales and Australia. Center 1.73 mtrs from floor and “oche” 2.37 from bullseye.
(B) All sub-clubs shall ensure that playing area conform to these rules and that dartboards and lighting is adequate, and the “oche” line is clearly defined.
(C) These areas shall be made available for inspection and/or measurements as required by a duly authorized NBD representative.
(D) If an area is rejected for any reason and no attempt is made to rectify the fault(s) the sub-club concerned may be disqualified from further competition play until the
fault(s) is rectified.
2.
(A) The format of games, numbers of players per team and grades shall be determined by the NBD at the Annual General Meeting for the following year.
(B) At both captains’ discretion, format style or venue may be altered. Executive must be informed of the change within 48 hours of listed date of said match. Existing rules for
forfeits still apply
3.
(A) After completion of the player’s shot the darts remain in the dartboard until the player agrees with the marker as to the score obtained.
(B) Failure by the player to comply with 3(A) the marker’s score will stand.
(C) The captain can call “No Darts” at any time if the thrower’s foot is on or over the oche (this dart will not count); normally a captain will warn a player before disqualifying
their darts.
4. A score may only be changed during a game if:
(a) The scorer has been found to have an error prior to that player taking another turn, or
(b) The scorer has been found to have made an error after the player has taken another turn and both Captains are in agreement, and
(c) The player has NOT attempted a throw at a finishing double.
5. A player may ask the marker what the player has scored or has remaining at any time, throughout the game, and the marker shall oblige, but on no account will the
marker indicate how the remaining score can be achieved.
6. Captains of the team may indicate to their team members how to finish by standing behind them and quietly suggesting what should be done.
7. When a player has completed a throw and removed the darts from the dartboard, the player shall move to the rear of the oche line out of the sight of the next player.
8. Normal protocol for good sportsmanship should prevail at all times.
9.
(A) The right for which team to play first shall be by either the toss of a coin, or the home captain may allow the visiting team first play. Where the latter is the case: the visiting team shall have the choice of board to begin play and subsequently score for the remainder of the competition. Where a coin toss is used; the winning team of the toss shall have the choice of board to begin play and subsequently score for the remainder of the competition and shall have first throw to begin play.
(B) Captains can decide whether the remainder of the games shall be played:
Subsequently, where game start is alternated on the board chosen, i.e. the team to play first will play first on every second game beginning game 1 (game 1, 3, 5, and so on), and the opposition will play first on every other game (game 2, 4, 6, and so on).
( C) The visiting captain, after winning the toss, may offer the home captain first play.
10.
(A) In all games; a double is to be thrown to complete a game.
(B) A bullseye may be thrown to complete or start a game. A bullseye counts as a double.
11.
(A) Team Captains shall be responsible for the proper completion of the result sheet and the return to the NBD Match Secretary on the Friday following the match.
(B) Failure to comply with Rule 11 (A) will result in a one (1) point deduction from the team’s final score. This is to be policed by the Executive.
12.
(A) Each sub-club representative shall nominate its teams prior to the beginning of each competition as per guidelines outlined in Section 12 (B).
(B) Players are only permitted to play for one (1) team per competition.
13. There is no restriction on the number of players allowed to play in a team for each competition.
14. Players’ names must be nominated on the score sheet using proper names only.
15. Before commencing each set of games, players must sign score sheet before commencement of each set of games i.e. doubles and singles.
16. Players not present when a game is due to commence will be allowed up to 5 minutes to arrive to the game. If the player fails to arrive within this time, the captains may decide to forfeit that player from that game.
17. No names are to be submitted after the score sheet has been filled in or after commencement of play, any alteration to the score sheet must be signed by the captains.
18.
(A) A marker scoring a competition game is not permitted to write a double symbol on the score board, i.e. if the score remaining is 40, the score will be written as 40 and NOT “double 20”, “double top”, or “tops”.
(B) If a scorer, when requested, gives an incorrect score to a player and the player finishes the game on that score correctly, this will be taken as a win and the game is finished.
19.
(A) Notification will be made by all clubs in respect of dress regulations at each venue.
(B) All players and scorers must wear covered footwear during games.
(C) All members must adhere to the Dress Code of the host venue.
20.
(A) When darts enter the dartboard through or under the wire, the score to be taken where the dart enters the segment and not where the point rests.
(B) A dart must remain in the dart board until the player retrieves it. Should a dart fall out, or be knocked out by a subsequent dart, that dart’s score is not admissible.
21. If a player begins in 1st, 2nd, 3rd or 4th division, the player is only allowed to go up to a higher division during the competition and must then remain in that division for the remainder of the competition. A player will only be allowed to go to a lower division during a competition at the consent of the committee.
22. Players shall be graded according to their official average recorded by NSW Darts Council and shall be at the discretion of the committee the grading of any team according to the players registered to play in that team. If a player does not have a registered average, then grading will also be at the discretion of the committee.
23. A discrepancy regarding either the outcome of the match, finishing or starting times, will be up to the discretion of the captains, either by changing the playing format of the game or by arranging an alternative date and/or venue for the match to be completed. If an agreement cannot be reached then a member of the committee should be contacted within 48 hours of the listed date of the match, however existing rules regarding forfeit still apply.
24. All players should be able to mark games. Teams to alternate the scoring of games and encourage their team members to score. Players should have patience and understanding if the marker is having difficulty. If a team whose turn it is to score finds they don’t have a spare member to score, the players of that team playing are to score between their throws.
25. A player, once the game has commenced, shall not leave the immediate oche area, unless for urgent reasons and both Captains must agree. The maximum time allowed to be absent is 5 minutes. If a player does leave the area without the consent of all parties the opposition shall gain a win on forfeit.
26. When a player is retrieving their darts from the board after the throw, they shall do so promptly, pending rule 4. (A) and will not interfere with the next player’s throw. The next player shall not commence their throw until the opponent is back behind the oche.
27. No-Bust Rule 1: The no bust rule is enforced when BOTH players have thrown 50+ darts during a 501 singles match. Should the scorer deem both players to have thrown 50+ darts, the next player to throw will throw one dart for closest to the Bullseye. The second player will then throw and the closest to the Bullseye of the two thrown darts will win the leg.
No-Bust Rule 2: If both players have a remaining score of 2 and have had a minimum of three unsuccessful attempts each at hitting Double 1, the NO BUST rule will be enforced where each player can throw all 3 darts at Double 1 regardless of if they bust i.e. hit a single 1. Both players will have 3 NO BUST attempts to hit Double 1. Should neither player hit Double 1 during the NO BUST
period, the next player will throw for Bullseye as per rules of No-Bust Rule 1 above.
MODE OF PLAY AND SCORING
NBD Summer Comp and Winter Comp
Straight start – double finish
Best of sixteen (16) games
Four (4) doubles – 601 each being one (1) games
Twelve (12) singles – 501 each being the best of (3) games.
SCORING
NBD Summer Comp
Winning teams will gain two (2) points for the win. These points will accumulate each round of the competition on the ladder. If at the end of the competition there is a draw in the placings the placement on the ladder will revert to the for and against points from each round. If there is still no outright placing then it will go to the number of singles, then doubles till a result is resolved.
NBD Winter Comp
Will be the same as the Summer Comp, without the averages being taken.
AVERAGES
The averages will be recorded over a period of four (4) weeks during the first round of the Summer Comp.
The scores and darts thrown in each game in all singles played in the four week period must be recorded to enable averages to be calculated to grade players for NBD District Championships.
MATCH AND GAME FORFEIT
A team should have a minimum four (4) players for each match. Extra players can be allocated games.
Starting times for all matches is 7:00pm. If a team does not have three (3) players by 7:15pm, that team becomes a forfeit team; however it is quite acceptable for a team to compete with only three (3) players.
A team may play three (3) players upon agreement of both captains. The team with three (3) players will forfeit those games that can not be played with game points awarded to the opposing team.
In team games (doubles) player/s on the forfeit team will miss a turn.
Points for a forfeit match will be awarded to the opposing team according to the highest winning score for that week. Completed score sheets from both captains to be sent to the Match Secretary.
Captains can agree to replay the match and must notify the Match Secretary within 24 hours advising of the proposed date.
FINALS
In the event of two (2) teams on the same score at the end of a competition, then a count back on games won will be made. If still equal then a count back on “Singles” won. If still equal then a count back on “Doubles” won. In a final, if the score is a draw, then a team’s game will be played to determine the winner. To be eligible to play in finals and receive a trophy a player MUST have played at least half the matches in the competition. The team winning their respective grades will have the option of where to hold the finals, including their own home venue.

Game 1 – 1st play 2nd
Game 2 – 3rd play 4th
Game 3 – Winner Game 2 play loser Game 1
Game 4 – Winner Game 1 play Winner Game 3
Stan Marsh Memorial and John “JC” Memorial Cup. These trophies are awarded when sufficient there is sufficient numbers of teams and are competed against by teams finishing below 4th position on the competition ladder.
PROMOTION AND RELEGATION OF TEAMS
The Champion teams in each competition (Summer Comp and Winter Comp) will be promoted up one grade and the two teams who finish last will be demoted down one grade. This format will be concurrent from competition to competition.
